The main purpose of establishing the Collegium of Clubs is to organize activities, seminars, etc. among themselves on the basis of the principles of cooperation under of Azerbaijan Aikikai Aikido Clubs Public Union designed to govern by collegial decision and to take a diplomatic approach to resolving common issues that may arise between clubs. The general staff of the collegium of clubs is a staff consisting of heads of clubs. The meeting of the Collegium of Clubs is chaired by the chairman of the college. The chairman is elected by the general decision of the heads of the clubs and every two years the chairmanship is appointed to be transferred to the head of another club. There is no ban on one person being elected more than once.

The Board of Clubs organizes its activities in coordination with the Headquarters and participates collegially in the process of joining legal membership of other clubs wishing to join the Azerbaijan Aikikai Aikido Clubs Public Union.

Clubs that are members of the union and join the Board of Clubs on a cooperative basis are considered full members and participants. Clubs (and dojos) that join as participants do not take part in the Board and do not have voting rights.
